Investing in Leiria is investing in a traditionally entrepreneurial territory. The region’s economic activity presents aspects that differentiate it from other national areas, reinforcing its advantage as an investment destination.
One of the strong aspects of the region and the Municipality of Leiria is its strong and multifaceted business dynamics, with emphasis on the manufacturing industry and its export component, greatly contributing to employability and regional GDP. After this, the sectors of wholesale and retail trade, and the construction sector, assume relevant positions.

A little throughout the Municipality of Leiria can be found Business Reception Areas, which aim to install business and industrial infrastructures.
On the platform inCentro of Comissão de Coordenação e Desenvolvimento Regional do Centro (CCDRC), the spaces or areas for business reception are geographically presented, with the most relevant information about their locations, characteristics and availability. Both the Municipality and the State encourage the creation, growth and establishment of national and international businesses.
The Leiria Invest Program is intended for all subjects, whether resident or not in the national space, who are subject to corporate income tax that promote, in the Municipality of Leiria, projects classified as investment projects of municipal interest.
Within the scope of the program, benefits in terms of exemption from IMI – Municipal Property Tax, IMT – Municipal Tax on Onerous Property Transfers and Derrama Tax can be enjoyed, being granted according to the suitability to the program, the merit application and the consequent interest for the region.

The Espaço Empresa main objective is to support all entrepreneurs with the information they need when investing, aiming to provide a “fast lane for investment” in the municipality of Leiria.
The office, which operates in the Espaço Leiria Economia, on the 1st floor of the Municipal Market of Leiria, provides support and support services for the attraction and fixation of the local, national and international investment in the municipality of Leiria, in the most diverse sectors of activity: industry, services, commerce, tourism and other activities of economic interest to Leiria.

The Gabinete de Inserção Profissional (GIP) aims to support, free of charge, young people and unemployed adults in defining or developing their path of insertion or reintegration into the labor market, in colaboration with the Instituto de Emprego e Formação Profissional de Leiria (IEFP).
At the office, which also works at Espoco Leiria Economy, on the 1st floor of the Municipal Market of Leiria, activities are available such as: development actions to support the search for a job, recruiting and dissemination of job offers, support for enrollment job seekers online, among others.

The STARTUP Leiria aims to boost entrepreneurship, being an active agent in development, innovation and regional growth, also contributing to the country’s competitiveness.
The STARTUP has several services and projects to support all types of innovation: Acceleration (Support for the development of Entrepreneurs and Companies, from the idea stage), Hosting (Set of services and spaces to support the hosting of business initiatives), Social Innovation (Support in the development of projects that respond to social and environmental problems), Territorial Innovation (Network projects created to stimulate entrepreneurship and innovation at regional and national levels).
STARTUP Leiria is a certified incubator of programs and several Vales of IAPMEI, such as: StartUP Voucher, StartUP Visa.
The IEFP, with a center established in Leiria, is the national public employment service, which provides various measures to encourage job creation, as well as hiring.
The Contrato-Emprego measure, aims the creation of jobs. In this way, financial support is provided to employers who enter into permanent or fixed-term employment contracts, for a period equal to or greater than 12 months, with workers registered with the institute.
The Estágios Profissionais measure, has as its main objective to promote the insertion of young people in the job market or the professional reconversion of the unemployed. Thus, for non-extendable 9-month internships, support is provided that can, at least, represent a financial contribution of 80% of the unit costs per internship/month.
Projects are recognized as Potential National Interest (PIN) if cumulatively: Represent a global investment equal to or greater than 25 million euros; Create a number of direct jobs equal to or greater than 50; Have proven economic viability; Are susceptible to adequate environmental and territorial sustainability; They are presented by promoters of recognized reputation and credibility; Have a positive impact in at least three of the areas identified in Decree-Law No. 154/2013, of 5 November.
Or even those whose global investment is less than 25 million euros and/or that create a number of jobs of less than 50, provided that certain requirements are met.
All projects considered PIN are monitored by a Process Management entity designated by the Permanent Investor Support Commission. Among the entities that make up the Permanent Investor Support Commission, can be designated as Process Manager, the Agência para o Investimento e Comércio Externo de Portugal, E. P. E. (AICEP), the IAPMEI, or the Turismo de Portugal, depending on the nature of the project in question and the attributions established in the respective organic diplomas in terms of monitoring investment projects.
The Decree-Law no. 191/2014 – Diário da República no. 252/2014, Series I of 2014-12-3, establishes a special regime for contracting support and incentives exclusively applicable to large investment projects within the scope of AICEP’s attributions.
For the purposes of the dispositions of this decree-law, large investment projects are considered: Projects whose investment value exceeds 25 million euros, regardless of the sector of activity, size or nationality and legal nature of the promoter; Projects that, not reaching the investment value established in the previous paragraph, are the initiative of a company with consolidated annual invoicing with its economic group wich exceeds 75 million euros or of a non-business entity with an annual budget of more than 40 million euros.
The Programa Nacional de Apoio ao Investimento da Diáspora (PNAID) is addressed to all portuguese emigrants and portuguese descendants who wish to invest or expand their economic activity in Portugal, especially in the interior of the country. The program also includes national entrepreneurs who want to internationalize their business through portuguese communities residing abroad, promoting foreign investment in Portugal.
The program is organized into 4 main axes, each containing measures and sub-measures: support and incentives, facilitation, information and dissemination, and promotion, mobilization and networks.
In Portugal’s external networks, the diplomatic and consular networks, the external networks of AICEP and Turismo de Portugal, as well as the set of business associations in the diaspora, highlighting the Portuguese chambers of commerce and industry abroad, which assume a relevant role in providing information and guidance to diaspora investors and boosting exports through the diaspora.
In the internal networks, the Emigrant Support Offices, in the municipalities, are a fundamental point for the functioning of these networks that mobilize investment, identifing opportunities and establishing relationships.
The IAPMEI has on its website a summary of the main current financing mechanisms, namely the Recovery and Resilience Plan (PRR) and the Portugal 2020.
Also noteworthy is the Portal do Financiamento, where companies can find, aggregated in a single place, various financing solutions with public support, aimed in particular at SMEs, in the various stages of their activity and investment.

Incentivos
Tanto o Município como o Estado incentivam a criação, crescimento e fixação de negócios nacionais e internacionais.
O Programa Leiria Invest é destinado a todos os sujeitos, residentes ou não em espaço nacional, passivos de IRC que promovam no Concelho de Leiria, projetos classificados como projetos de investimento de interesse municipal.
No âmbito do programa, podem ser usufruídos, cumulativamente, benefícios em matéria de isenção de IMI – Imposto Municipal sobre Imóveis, IMT – Imposto Municipal sobre as Transmissões Onerosas de Imóveis e Taxa de derrama, sendo concedidos em função da adequação ao programa, do mérito da candidatura e do consequente interesse para a região.

O Espaço Empresa tem como principal objetivo apoiar todos os empresários com a informação que necessitam na hora de investir, visando disponibilizar uma “via verde para o investimento” no concelho de Leiria.
O gabinete, que funciona no Edifício da Associação Empresarial da Região de Leiria (NERLEI), presta serviços de apoio e suporte à atracão e fixação do investimento local, nacional e internacional no concelho de Leiria, nos mais diversos setores de atividade: indústria, serviços, comércio, turismo e outras atividades de interesse económico para Leiria.
O Gabinete de Inserção Profissional (GIP) tem por objetivo apoiar, de forma totalmente gratuita, jovens e adultos desempregados na definição ou desenvolvimento do seu percurso de inserção ou reinserção no mercado de trabalho, em colaboração com o Instituto de Emprego e Formação Profissional de Leiria (IEFP).
São disponibilizadas atividades como: desenvolvimento de ações de apoio à procura de emprego, captação e divulgação de ofertas de emprego, apoio à inscrição online dos candidatos a emprego, entre outras.
A STARTUP Leiria visa impulsionar o empreendedorismo, sendo um agente ativo no desenvolvimento, na inovação e no crescimento regional, contribuindo também para a competitividade do país. A STARTUP dispõe de vários serviços e projetos para apoiar todo o tipo de inovação: Aceleração (Apoio ao desenvolvimento de Empreendedores e Empresas, desde a fase da ideia), Hosting (Conjunto de serviços e espaços de apoio à sediação de iniciativas empresariais), Inovação Social (Apoio no desenvolvimento de projetos que respondam a problemas sociais e ambientais), Inovação Territorial (Projetos em rede criados para estimular o empreendedorismo e a inovação a nível regional e nacional).
A STARTUP Leiria é incubadora certificada de programas e diversos Vales do IAPMEI, entre os quais: StartUP Voucher, StartUP Visa.
O IEFP, com um centro estabelecido em Leiria, é o serviço público de emprego nacional, que disponibiliza várias medidas de incentivo à criação de emprego, bem como à contratação.
A medida Contrato-Emprego visa a criação de postos de trabalho. Desta forma, é facultado apoio financeiro aos empregadores que celebrem contratos de trabalho sem termo ou a termo certo, por um prazo igual ou superior a 12 meses, com trabalhadores inscritos no instituto.
A medida Estágios Profissionais, tem como objetivo principal, promover a inserção de jovens no mercado de trabalho ou a reconversão profissional de desempregados. Assim, para os estágios com duração de 9 meses, não prorrogáveis, é fornecido apoio que pode, no mínimo, representar uma comparticipação financeira em 80% dos custos unitários por estágio/mês.
São reconhecidos como Potencial Interesse Nacional (PIN), os projetos que cumulativamente: Representem um investimento global igual ou superior a 25 milhões de euros; Criem um número de postos de trabalho diretos igual ou superior a 50; Possuam comprovada viabilidade económica; Sejam suscetíveis de adequada sustentabilidade ambiental e territorial; Sejam apresentados por promotores de reconhecida idoneidade e credibilidade; Apresentem um impacte positivo em pelo menos três dos domínios identificados no Decreto-Lei n.º 154/2013, de 5 de novembro.
Ou ainda, aqueles cujo investimento global seja inferior a 25 milhões de euros e/ou que criem um número de postos de trabalho inferior a 50, desde que cumpridos determinados requisitos.
Todos os projetos considerados PIN, são acompanhados por uma entidade Gestora de Processo designada pela Comissão Permanente de Apoio ao Investidor. De entre as entidades que constituem a Comissão Permanente de Apoio ao Investidor, podem ser designados como Gestor de Processo, a Agência para o Investimento e Comércio Externo de Portugal, E. P. E. (AICEP), o IAPMEI, ou o Turismo de Portugal, consoante a natureza do projeto em causa e as atribuições estabelecidas nos respetivos diplomas orgânicos em matéria de acompanhamento de projetos de investimento.
O Decreto-Lei n.º 191/2014 – Diário da República n.º 252/2014, Série I de 2014-12-3, estabelece um regime especial de contratação de apoios e incentivos exclusivamente aplicável a grandes projetos de investimento enquadráveis no âmbito das atribuições da AICEP.
Para efeitos do disposto no presente decreto-lei, consideram-se grandes projetos de investimento: Os projetos cujo valor de investimento exceda 25 milhões de euros, independentemente do setor de atividade, da dimensão ou da nacionalidade e da natureza jurídica do promotor; Os projetos que, não atingindo o valor de investimento estabelecido na alínea anterior, sejam da iniciativa de uma empresa com faturação anual consolidada com o grupo económico em que se insere superior a 75 milhões de euros ou de uma entidade não empresarial com orçamento anual superior a 40 milhões de euros.
O Programa Nacional de Apoio ao Investimento da Diáspora (PNAID) dirige-se a todos os emigrantes portugueses e lusodescendentes que desejam investir ou alargar a sua atividade económica em Portugal, especialmente no interior. O programa integra também, empresários nacionais que queiram internacionalizar os seus negócios através das comunidades portuguesas residentes no estrangeiro, potenciando o investimento estrangeiro em Portugal.
O programa está organizado em 4 eixos principais, cada um deles contendo medidas e submedidas: apoios e incentivos, facilitação, informação e divulgação, e promoção, mobilização e redes.
Nas redes externas de Portugal destaca-se a rede diplomática e consular, as redes externas da AICEP e do Turismo de Portugal, bem como o conjunto das associações empresariais na diáspora, com destaque para as câmaras de comércio e indústria portuguesas no estrangeiro que assumem um papel relevante na informação e orientação ao investidor da diáspora e dinamização das exportações através da diáspora.
Nas redes internas, os Gabinetes de Apoio ao Emigrante, nas autarquias, são um ponto fundamental para o funcionamento destas redes que mobilizam investimento, identificam oportunidades e estabelecem relações.
O IAPMEI tem no seu site um resumo dos principais mecanismos de financiamento atuais, nomeadamente o Plano de Recuperação e Resiliência (PRR) e o Portugal 2020.
De destacar o Portal do Financiamento, onde as empresas podem encontrar, agregadas num local único, diversas soluções de financiamento com apoio público, direcionado em particular às PME, nas diversas fases da sua atividade e investimento.
